Open Market Purchase Scheme

The Council operates an open market purchase scheme, where we buy private properties from owner occupiers on the open market.

We use these properties to maintain our levels of housing stock for council tenants, to balance against the numbers we are obliged to sell under the right to buy scheme.

At the moment we are concentrating on purchasing 2 and 3 bedroom houses in Hatfield and Welwyn Garden City (AL7 postcode) which were formally owned by the council.

Benefits for the Seller

There are benefits to selling your property to the council which can make the process less stressful:

  • The selling chain is automatically reduced as the council has money to buy directly and not through the sale of another property
  • You don't have to rely on a buyer obtaining a mortgage in order to purchase your property (so it's the equivalent of having a cash buyer).

Purchases

The council will not be able to buy all of the properties offered to us. Purchasing a property will be based on the financial viability, (i.e. whether the cost involved provides value for money for the council) as well as our actual housing requirements at the time.
