Parking Services consulted residents and businesses within this area during 2015-2016. The resident parking permit scheme was introduced in July 2016.

Monitoring Period (six months after parking restrictions have changed)

In July 2016, the Council introduced a resident parking permit scheme in most of the The Ryde estate. During the monitoring period two requests were received for further changes to the new restrictions. At this time and after investigating the requests, the Council have decided to leave the restrictions as they are and no further amendments are planned.

The Ryde and surrounding roads

In August 2014, the Council delivered parking questionnaires to all residents in the above area, 34% of which were completed and returned. The main issue reported by residents was commuter parking. Out of the responses over 50% of residents requested a resident parking permit scheme.

This consultation included residents and businesses in the following roads:

  • Burleigh Mead
  • Fawn Court
  • Greenfield
  • Highlands
  • Lodge Drive
  • Lowlands
  • Mount Pleasant Close               
  • Mount Pleasant Lane
  • Park View
  • Pleasant Rise
  • Stag Green Avenue                
  • Sunnyfield
  • The Holdings
  • The Ryde

The majority of responses received by the Council indicated they were in favour of a restriction which would operate
Monday - Friday, 10am-11am.

Further consultation was carried out with residents in some roads which had either had indicated they didn't want a restriction outside of the double yellow lines, or less than 50% response rate to see if they wanted to be included in the resident parking permit scheme. The responses were not in favour of been included, so they were removed from the proposals.

Proposals were finalised and formally advertised on the 25 May 2016 in the Welwyn Hatfield Times.

Proposals to implement a resident parking permit scheme and some sections of double and single yellow lines, where presented to the
Cabinet Housing and Planning Panel on the 14 July 2016. The Panel considered the objections received during the formal notice period and they recommended to proceed with the scheme. Their recommendations were presented and ratified at Cabinet on the
6 September 2016.

The scheme was due to commence on the 3 October 2016 however, due to scheduling issues with the contractors the signage will start to be installed until week commencing the 3 October. Therefore, the scheme will be delayed by one week and will commence on the
10 October 2016. Letters have been sent to all residents with the relevant application forms and timescales.

The new restrictions will be monitored for six months, any residents who have any concerns which have resulted from the new restrictions should contact the Council, these will be investigated as part of the monitoring period.
