Licensing legislation has changed. The Welwyn Hatfield Borough Council licensing authority now deals with alcohol and entertainment licensing.

Safety and Welfare Licensing
We are responsible for licensing a wide variety of activities and premises within the borough. Where necessary our qualified Environmental Health Officers and Technicians will attach conditions to licenses to ensure public and performer safety and to stop local residents being unduly disturbed. Many licensing issues have strong links to workplace health and safety so the department is ideally suited to perform this important role.

- We licence regulated entertainment which includes live or recorded music, plays, films, performances of dance, indoor sports, animal boarding and breeding establishments, riding schools, zoos, dangerous wild animal keepers, pet shops, street and house to house collections, lotteries and amusements, street trading, motor salvage, late night refreshment, sale or supply of alcohol and the provision of entertainment facilities
- Our officers take a lead role in planning large outdoor concerts held within the borough, offering advice and guidance to promoters, land owners and other stakeholders

What do you need to do?
If you wish to sell or supply alcohol or regulated entertainment on your premises, you will need to apply for a premises licence. You will need to complete an application form with a full operating schedule. The application must be advertised locally on your premises and in a local newspaper, as well as being considered by all responsible authorities. The Licensing Act 2003 aims to promote four key objectives to enable more freedom for business operators and customers, while clamping down on crime, disorder and anti-social behaviour.
The four key objectives are:
- The prevention of crime and disorder
- Public safety
- The prevention of public nuisance
- The protection of children from harm
The objectives will be met mainly through the introduction of two new types of licence, a premises licence and a personal licence.
Welwyn Hatfield Borough Council will issue both these new licences.
Premises Licence
A licence required by any premises that provide entertainment and/or alcohol and/or late night refreshment. This will include mobile food traders operating in the evening after 11pm.
Personal Licence
A licence required by an individual to authorise the sale of alcohol in any premises. You can download a Personal Licence application form and a Disclosure of Convictions Declaration form.

Temporary Event Notification
The Fee for a temporary event notice is £21 and should accompany two copies of the notice sent to the Licensing Authority. Please read the notes carefully to ensure correct completion.

New policies
As required by law, we have set up a new Licensing Committee to oversee and manage the licensing process.
The Council must also produce a Licensing Policy Statement that explains how it will operate the licensing scheme for the next 3 years.
Fees
All cheques should be made payable to Welwyn Hatfield Borough Council.
Exemptions
The Act has made provision for certain premises, making specific applications, exempt from paying the prescribed fees. The Act reads as follows:
In respect of an application made for a Premises Licence or Club Premises Certificate (Para, 2 and 14 or Schedule 8 of the Act), which relates to the provision of regulated entertainment only, no fee shall be payable and accompany the application if the conditions satisfy in respect of that application.
a. In a case of an application by a proprietor of an educational institution in respect of premises that are or form part of the educational institution -
- I. That the educational institution is a school or college; and
- II. The provision of regulated entertainment on the premises is carried on by the educational institution for and on behalf of the purposes of the educational institution; or
b. That the application is in respect of premises that are or form part of a church hall, chapel hall or similar building or a village hall, parish hall or community hall or other similar building
