Civic Awards 2008
The Civic Awards, is an award scheme from Welwyn Hatfield Council. They are presented annually to people who live or work in the borough for extraordinary commitment, dedication, energy and effort in their field or towards achieving a particular goal. This is the second year the awards, sponsored by Serco (the council’s service partner for Streetscene services) have taken place.

The Civic Awards 2008 are now over for this year. Nominations for the Civic Awards 2009 will open in the autumn.
Who were the winners?
From nominations received, five award winners were selected by a Community Awards Panel chaired by the Mayor.
The Awards were presented along with the prizes by the outgoing Mayor, Councillor Carl Storer, at the Annual Council Meeting and Reception held on Monday 19 May 2008.
The winners were:
- Brian and Rosemary Mitchell – in recognition of their outstanding work with the Handside Neighbours’ Club.
- Eve Bowring – presented in appreciation of her exemplary fundraising work for the Isabel Hospice over 20 years.
- Suzanne Scambler – presented in recognition of her outstanding work in establishing and running performing arts organisation and charity, ActOne ArtBase.
- The special environment award, presented by Mike Boult of Serco, went to Fred Houghton, in recognition of his amazing dedication to voluntarily assisting in litter picking, tackling graffiti and looking after plants in the Halden area of Welwyn Garden City.

Speaking at the event, Councillor Carl Storer said: “It was a real privilege to be able to recognise people who have done so much for the community. The Judging Panel was struck by how even the small things can make a big impact, but all the nominees were equally deserving, and it was really tough to pick the winners. My thanks also go to Serco, who continue to play a vital part in supporting this awards scheme.”
What were the prizes?
Each winner received a trophy, a certificate and a cheque for £250. In addition, their names have been entered into an official Civic Awards register where their achievement is recorded for posterity.
Who was on the Community Judging Panel?
The Community Awards Panel that judged the Civic Awards 2008 consisted of the following people:
- Councillor Carl Storer, Mayor of Welwyn Hatfield (Chair).
- Mark Gilham, Serco Local Government.
- Terry Mitchinson, Editor of the Welwyn Hatfield Times.
- David Ball, University of Hertfordshire.
- Christine Novelli, Chair of the Welwyn Hatfield Inter-Faith Group and Vice-Chair, Welwyn Hatfield Alliance.
- Reg Gwilliam, Welwyn Garden City Rotary Club.
- Tony Silver, Youth Council Representative.
