Councillor John Dean was elected to Welwyn Hatfield Council in 1998, and has served on and chaired various committees during his terms of office.  He was elected Leader of the Conservative Group and therefore, as the majority political group on the Council, the Leader of the Council in May 2005.

The Leader of the Council chairs the Cabinet, the main decision making body of the Council.

The Leader of the Council takes overall responsibility for the strategic direction of the Council, the guidance given to officers and to lead the work of the Council.  He also works closely with officers in implementing agreed policies and strategies, in a specified portfolio area, and to ensure the implementation of these in accordance with the policy framework set by the Cabinet and the Council.

While Cllr Dean has been Leader, the Council has introduced the 'Five Promises' of Welwyn Hatfield Council which represent its strategic priorities.

1. We will work with the police and other agencies to reduce crime and anti-social behaviour

2. We will make Welwyn Hatfield cleaner and greener

3. We will make sure people have a decent home

4. We will promote a sense of community in the District

5. We will make sure we're accountable to you

The Deputy Leader of the Council is Councillor John Mansfield
