Filthy & verminous can relate to a property, article or person.
Subject to the provisions of the human rights act the environmental health service may investigate cases where people are living in filthy and verminous conditions.
The extent of the investigation and legal remedy will depend upon how much nuisance or health risk the person is causing to other members of the community.
