Welwyn Hatfield Borough Council’s New Environmental Enforcement Powers

From April Welwyn Hatfield Council will assume new powers against people who commit environmental crimes within the borough.
The powers, which have been introduced by the Clean Neighbourhood and Environment Act, will enable the council to issue Fixed Penalty Notices (FPNs) against persistent offenders.
The council will implement an enforcement strategy where specially trained council officers, Police Community Support Officers (PCSOs) and street wardens will be able to issue FPNs to people who commit environmental offences.
The FPNs will be issued in relation to abandoned vehicles, fly-tipping, littering (including smoking related materials and chewing gum), dog-fouling, abandonment of shopping trolleys, fly-posting, graffiti and noise offences.
