Our Rent Deposit Scheme offers financial assistance to those people who are unable to afford a deposit on a property within the private sector. The main objective of the scheme is to help prevent homelessness in Welwyn Hatfield.

As part of our investigations in to your circumstances, the Homelessness Prevention team will carry out a range of financial checks to ensure that you are able to afford renting a home from within the private sector. If these checks show that you have the necessary financial resource to rent in the private sector, but not to save for a deposit, you will be referred to the Accommodation Services team for help in finding a suitable home.
The scheme provides a guarantee deposit equivalent to one months rent on a property within the private sector. The deposit can be used to cover any damage and/or rent arrears up to the value of the deposit.
If you are in receipt of Housing Benefit, the scheme enables any claims to be fast tracked to prevent rent arrears. Our Officers also provide support to you and your landlord, however we do not manage the tenancy or the property.
The Accommodation Services team are able to provide details of properties that are available to rent from landlords and Estate Agents who let properties through this scheme. It is also advisable to look for properties independently by visiting agents and looking for properties advertised in shop windows, the local paper and on the internet.
You will be provided with a letter to show to any prospective landlords which confirms that you have been accepted on to the scheme and are being supported.

Becoming a landlord and renting out your property will always involve risk, therefore it is important that you fully appreciate your duties and legal responsibilities as a Landlord, as well as potential problems for tenants. You, as the landlord, are responsible for the condition of the property and the management of the tenancy and if any issues are not resolved, your rental income may be disrupted.
The Rent Deposit Scheme assumes that all landlords are fully aware of their duties and that the tenancy agreement is between them and their tenant, not the Housing Trust. The scheme accepts no responsibility for the actions of either party, or for problems with Housing Benefit payments. Should there be genuine concerns expressed by the tenants about the actions of a Landlord during the course of their tenancy, we reserve the right to decline future applications to advertise the scheme.
In order to comply our requirements you must complete a Partnership Accreditation for Landlords (PAL) scheme application. This application must be submitted before any tenants can be moved in to your property and you will need to work towards becoming an accredited landlord during the period of the tenancy.
