The Tenants' Compact

It sets out how we plan to work together and what we can expect from each other.  Tenants' Panel representatives and housing managers have jointly prepared it.

What does it do?

The Tenants' Compact is intended to improve housing and other related services by setting out the many ways in which Council tenants and leaseholders can get involved in the decisions that affect your quality of life, your homes, and your neighbourhood.

What we expect to achieve through the Compact

• An equal partnership between the Council and tenants.
• A range of different ways for you take part, not just through meetings.
• Chances for tenants to gain information, skills and confidence in order to get involved.
• Putting in money and other resources so that tenants who wish to get involved will only need to put in their time, with the Council meeting reasonable 'out of pocket' expenses.
• Support for recognised, independent groups.
• Agreed standards for housing services and tenant participation so that everyone knows what can be expected.
• Ways of checking that things have improved because of tenants getting involved.

How do we check that the Compact is working?

We carry out a review of the Compact every 12 to 18 months, and consult with tenants and leaseholders on what they think of it.  The first Tenants' Compact for Welwyn Hatfield was signed by tenants, Officers and Councillors in March 2000 and it has been revised four times since then in 2001, 2003, 2005 and 2008. The council continues to work actively with the Welwyn Hatfield Tenants' Panel to make sure that the Compact is fully effective and that your views are represented.
