Resident Permit Parking Scheme

Resident Permit Parking Schemes operate in residential areas where high volumes of visitor parking is persistent.

There are currently two schemes in the borough.

Lambs Close, Cuffley

This scheme is managed by Northaw and Cuffley Parish Council

The operational hours of this scheme are: 11am to 1pm, Monday to Friday.

The Vineyard, Welwyn Garden City

pdf icon This scheme covers The Vineyard, Vine Close and Digswell Court [229KB].  It is operational between 8am and 6pm, Monday to Friday.

  • Residents of these areas can purchase permits for their own vehicles and vouchers for visiting vehicles.  It is the responsibility of the resident to make provisions for all visitors.
  • Permit and vouchers may only be used on motorcycles, cars, light vans and vehicle under 3.5 tonnes gross laden weight only. 
  • Failure to display a permit or voucher may result in a penalty charge notice. 

The Vineyard Permits

Permits are calculated annually.  All prices are for 12 months:

Residents are permitted to purchase as many permits for their own vehicles as necessary.

However, each household can only purchase up to 500 hours of visitor vouchers per year, in any combination of one hour, four hour and weekly visitor vouchers.  Households are only allocated four weekly visitor vouchers per year. 

People receiving a pension are eligible for double the amount of visitor vouchers (1000 hours per year) and are charged at the concessionary rate.

All applications must be supported by the relevant, original documents as detailed on the application form.  Photocopies are not acceptable.  You can either post your or bring your application to the Council Offices.  We aim to process all applications within 3 working days.

The council has a parking priority list to deal with recognised parking issues in the borough.
