Broadwater Road West Draft Supplementary Planning Document

Public Consultation: 2 April 2008 to 14 May 2008

The draft SPD sets out a clear development framework to guide the redevelopment of the Broadwater Road West site.

The SPD (including the consultation statement) and its accompanying Sustainability Appraisal are available to comment on from 2 April 2008 to 14 May 2008. 
 
Introduction

The Welwyn Hatfield District Plan (adopted 2005) identifies the Broadwater Road West site as an area of opportunity for mixed use development. The site covers an area of approximately 16 hectares (40 acres) and is situated on Broadwater Road in Welwyn Garden City.  Located to the east of Welwyn Garden City railway station; the site is a key gateway into Welwyn Garden City town centre.  Once a major industrial hub, the site is now predominantly redundant, as most of the industries have vacated the site, thus creating a major opportunity to find a new purpose for this extensive area. 

Broadwater Road West draft SPD

The draft SPD establishes the type, amount and mix of development that should be delivered on Broadwater Road West and sets out the proposed layout for the site, in addition to providing guidance on design and sustainability initiatives.  It is intended that the SPD will help developers in preparing planning applications of sufficient quality to meet the requirements of both the Council and the community.

A number of supporting documents are referred to in the draft SPD including:
• The Central Hertfordshire Employment Land Review;
• The Leisure and Community Review for Welwyn Garden City (Oct 2006); and
• The Welwyn Hatfield Housing Needs Survey (2004).

Sustainability Appraisal

The Sustainability Appraisal (SA) ensures that the environmental, social and economic implications of the draft SPD for Broadwater Road West are considered from the start and that ultimately we produce a document that promotes sustainable development across the site.

Consultation Questionnaire

The purpose of this consultation is to ensure that the future development of the site meets the needs of the local community.  We would therefore welcome any comments you have (good and bad) as we are interested in your views on the draft SPD and Sustainability Appraisal (SA).

Paper copies of the SPD and SA can also be inspected at the following locations:

Welwyn Hatfield Council’s offices at Campus East, Welwyn Garden City, AL8 6AE between the hours of 9am and 5pm (Mon – Thurs) and from 9am to 4.30pm on Fridays.

Campus West Library in Welwyn Garden City between the hours of 10am and 8pm (Mon), 9am and 8pm (Tues - Fri), 9am and 4pm (Sat) and from 1-5pm on Sundays.

Woodhall Library, Cole Green Lane, Welwyn Garden City, AL7 3JA between the hours of 9am and 5pm (Mon, Wed, Fri), 9am and 7pm (Tues and Thurs) and from 9am to 1pm on Saturdays.

Any representations may be accompanied by a request to be notified at a specific address of the adoption of the SPD.  The deadline for the receipt of all representations is 5pm on 14 May 2008.

What Next

Following the period of public consultation on the draft SPD, all comments received will be considered and any amendments necessary to the document will be made prior to the SPD being adopted by the Council.  The SPD will then form the basis for considering applications made by developers/landowners in respect of the site.
