Inspectors Report

Report of the Inspector on the enquiry held in 2004 into the Welwyn Hatfield District Plan.

Following the completion of the Local Plan Public Inquiry on 4 November 2003, the Planning Inspector, Mr Michael Clark, released his ‘Report into Objections to the Welwyn Hatfield District Plan Review’ to the Council.

The Inspector’s report was broadly supportive of the Revised Deposit Plan and Supplementary Design Guidance but recommended a number of modifications to the Plan in response to some of the objections.

Following release of the report, the Council had a period of eight weeks to check the Inspector’s Report for any errors or points for clarification. These were attached as an addendum to the report.

The Council considered its response to the Inspector's Report over the summer and published modifications to the Plan in the autumn of 2004.

The response of the Council to the Inspectors Report is set out in the Statement of Decision and the Proposed Modifications.

The Statement of Decisions sets out each of the recommendations made by the Inspector, and whether the Council accepted, partially accepted or did not accept the recommendation made. The Statement of Decisions is accompanied by a separate list of decisions where the Council did not accept the Inspector's recommendations

The Proposed Modifications are the actual changes to the wording of the Revised Deposit Version of the District Plan Review. These were prepared in response to the recommendations made by the Inspector that were accepted or partially accepted by the Council in its Statement of Decisions.

The Council considered its response to representations received in respect of public consultation on the Proposed Modifications to the Plan carried out in November and December 2004.  The Council’s response to the representations is set out in the Statement of Decisions and Reasons.  The Council also produced a list of non-material changes to the Plan which were necessary as a result of incorporating the Proposed Modifications, to factually update the Plan, to correct minor typographical errors or inconsistencies and to ensure that paragraph and policy numbers run consecutively.
