Council Registers Parking Debts

Since taking over the management of parking enforcement in 2005, the Council has issued over 14,000 penalty charge notices (PCNs) for parking contraventions.
Whilst the vast majority of PCNs have been paid, there has been a hardcore of individuals who refuse either to pay the penalty charge or to take up the option of using the independent adjudication process to challenge the notice.

The parking enforcement process set down by Government results in unpaid penalty charges being registered as civil debts through the Traffic Enforcement Centre at Northampton County Court. Following this the debt recovery process commences, which could result in the involvement of bailiffs.
The Council will shortly be registering, at the Traffic Enforcement Centre, approximately 500 debts arising from unpaid PCNs.
