The Estate Management Scheme exists to protect the environment and heritage of Welwyn Garden City.
Welwyn Garden City is one of only two garden cities in the country. Due to the quality of the environment, the High Court in 1973 imposed an Estate Management Scheme (EMS) covering most of the town.
Consent is required for certain alterations. This consent is separate from planning permission and building regulation approval, which may also be required.
Future of the Estate Management Scheme
The council consulted on the future of the Estate Management Scheme from 24 October to Friday 16 December 2016.
A significant number of responses were received and are summarised in a Cabinet report recommending a way forward for the scheme.
The report asks Cabinet to approve retaining the existing EMS and create a dedicated team within the council's planning department to oversee its management and enforcement.

Hardstandings and Vehicle Crossovers within Estate Management Scheme Area
Should you wish to provide a hardstanding to enable parking at your property, if you are within the Scheme area you will require consent. Detail of the policy that applies is shown under Estate Management Scheme policies above. A crossover across the highway is also likely to be required, permission for this does not fall under the Estate Management Scheme but is required from Hertfordshire County Council as Highway Authority.
