Welwyn Hatfield Borough Council Criteria

A ratepayer must be liable and occupying the property for business rates in the Welwyn Hatfield borough during the 2021/22 year (for a period of a day or more) as at the 1st April 2021.

A business must demonstrate that they have been adversely affected by the pandemic and have been unable to adequately adapt to that impact. This can be demonstrated by, but is not limited to, evidence to demonstrate a substantial loss in income as a result of the COVID-19 pandemic in the form of bank statements and accounts.

Confirmation will be required that a business has not received any relief or discount under the relief schemes mentioned above.  Confirmation of Subsidy Allowance compliance will be required.

Relief will be based on the funding available and cannot exceed this.

Where an applicant meets all the qualifying criteria, relief will be shared on a pro rata basis between all successful applicants and up to a maximum of their net rates liability, after any other reductions and reliefs have been applied.  Any overpayments based on this will be refunded. 

The Council will remove relief awarded at any time a ratepayer fails to meet any of the relevant eligibility criteria.

Any ratepayers who falsely applies for relief or provides false information or makes false representations in order to gain relief may be guilty of fraud under the Fraud Act 2006.

As part of their application process for the scheme, all businesses will be required to self-certify that they meet all eligibility criteria.  

Any business caught falsifying their records to gain relief will face prosecution and any funding issued will be subject to claw back.
