The Housing and Economic Land Availability Assessment 2016 (HELAA) combines and updates the three separate SHLAA documents published in 2014 (Phase 1, 2 and 3) and incorporates the assessment of Gypsy and Traveller sites and employment sites into a single document.
This 2016 partial update draws upon updated employment growth forecasts and how this relates to projected population growth in Welwyn Hatfield. It is an addendum to the SHMA Partial Update Report 2015 and forms part of the assembled evidence base considering future housing needs in the borough, including the 2014 SHMA.
This briefing paper considers the size and type of housing likely to be needed in Welwyn Hatfield over the plan period with reference to the 'Stage Two' outputs from the 2012 based sub-national household projections, which were published by DCLG in December 2015.
This update takes account of new data, including the 2012-based sub-national household projections. The report represents a partial update to the SHMA 2014, and supersedes the conclusions previously reached around the Objective Assessment of Need. However, the SHMA 2014 should continue to be read alongside this report. (This version includes minor amendments to Figure 7.2 made on 02.12.15 and Figure 6.12 made on 05.02.16).

The Welwyn Hatfield Strategic Housing Land Availability Assessment (SHLAA): Phase 2 - Sites outside urban areas is a technical assessment of sites with potential for housing outside the borough's urban settlements. This updates the October 2012 assessment.
From 7th March 2013 to 18th April 2013, the council invited interest through a "Call for Sites" from landowners and/or agents that wished to promote their land for potential development as a Gypsy and Traveller Site.
The council is now the process of compiling the evidence base for its Local Plan and has now assessed the suitability of sites promoted by landowners and/or their agents.
The 2014 Strategic Housing Land Availability Assessment (SHLAA): Phase 3 Update provides an update to the 2012 SHLAA: Phase 3 Study. It provides updated evidence on the amount of windfall development achieved historically within the borough, and assesses the amount of windfall development which can be expected to come forward between 2017 and 2031.
The 2014 Strategic Housing Land Availability Assessment (SHLAA): Phase 1 Update provides an update to the 2013 SHLAA: Phase 1 (Review). It is a technical assessment of new urban sites with potential for housing, as well as an update to the information on existing urban housing sites where it has changed.
The Strategic Housing Market Assessment objectively assesses the need for market and affordable housing within Welwyn Hatfield and the Welwyn Hatfield Housing Market Area.

The Welwyn Hatfield Strategic Housing Land Availability Assessment (SHLAA): Phase 3 - Determining the potential for housing windfall is an assessment of the level of windfall allowance possible in the borough between 2014 and 2029.
This study considers the balance of housing tenures and dwelling sizes likely to be required by 2031 in the context of a range of housing targets informed by demographic and employment related projections and studies. It also contains an assessment of the scope for Affordable Rent (at incremental levels above social rents).

The Strategic Housing Land Availability Assessment (SHLAA) Phase 1 identified a number of urban sites around the borough that could accommodate homes over the period to 2026. It followed a comprehensive survey of land availability around the borough, and is the origin of many of the urban development sites which have been subsequently monitored and re-assessed as the SHLAA has been updated and reviewed.
