Where your Council Tax goes

Special expenses

On your Council Tax bill you may see a reference to 'WHC Special Expenses'.

These special expenses are where we (Welwyn Hatfield Borough Council) provide services in some parts of the borough that are also provided by Parish and Town Councils.

It includes:

  • open spaces
  • playing fields
  • community centres
  • allotments.

For example we maintain open spaces and playing fields in Welwyn Garden City but in other parts of the Borough this maintenance is carried out by Parish Councils.

We calculate what we spend on these specific services and apportion the costs directly to the area in which the spending occurs.
