Community Infrastructure Levy (CIL)

Welwyn Hatfield Borough Council previously consulted on a Community Infrastructure Levy (CIL) draft charging schedule. This is a locally set planning charge to raise contributions from new development towards the delivery of necessary supporting infrastructure. It is a fixed rate based on the size, type and viability of development and is non-negotiable.

Whilst the Council has consulted on CIL before, this consultation is based on up-to-date viability work given changes to the national and local economy in recent years.

How CIL works and is calculated is set out in the draft charging schedule which is underpinned by extensive viability work.

In order for CIL to be introduced, following the consultation the proposed rates must be considered by an independent examiner. 

The Council undertook consultation on a Draft Charging Schedule in January – February 2024 and as a result of representations received, three modifications are proposed and are being consulted upon from 2 August until 2 September 2024.

Representations made to the January – February 2024 consultation do not need to be resubmitted as all those received will be submitted to the independent examiner when the Council submits CIL for examination. However, the Council can also still accept representations from those who didn’t respond to the January – February consultation.
