Steps to making the Neighbourhood Plan
The whole of the geographic area of the Parish of Welwyn was designated as the Neighbourhood Plan Area in September 2020.
Welwyn Parish Council was the relevant qualifying body that applied for designation.

In July-September 2025, we carried out a consultation on the submission version of the Neighbourhood Plan and supporting documents in accordance with Regulation 16 of The Neighbourhood Plan (General) Regulations 2012 (As Amended).
Examination Process
An independent examiner, David Kaiserman BA DipTP MRTPI, was appointed to examine the submitted Neighbourhood Plan.
The examination was completed in November 2025, and the Examiner’s Report (issued 6 November 2025) concluded that, subject to modifications, the Plan meets the Basic Conditions and should proceed to referendum.
Welwyn Hatfield Borough Council considered the Examiner’s Report and, on 24 February 2026, agreed that the Plan, as modified, should proceed to referendum.

The referendum was held on 7 May 2026. The result of the referendum was a majority ‘yes’ vote in favour of making the Welwyn Parish Neighbourhood Plan.
The Neighbourhood Plan has now been made and forms part of the Development Plan, which means that we will now use the Welwyn Parish Neighbourhood Plan to help it decide on planning applications in Welwyn Parish.
