A consultation for parking in Howlands North began in February 2024.
The area will only cover the northern section of the Ward including:
- Blackthorn Road
- Linces Way
- Wheatley Road
As part of the process consideration is given to double yellow lines on junctions to improve junction vision underpinning the Highway Code, as well as verge and footway prohibition to improve the streetscene and access for pedestrians.
A Traffic Regulation Order was advertised on Wednesday 12 March 2025.

Proposals
Double Yellow Lines
Double yellow lines will be proposed for introduction at any junctions not already yellow lined, or in areas where this may be required due to safety or access issues. These apply equally to all drivers.
Verge and Footway Prohibition Order (VFPO)
We also propose prohibiting parking on public verges and footways throughout the area, where the carriageway is more than 4.5m wide. A VFPO also covers vehicle crossovers which form part of the public highway and where it is not owned by a property. It is a parking restriction giving enforcement officers powers to issue fines rather than a physical measure such as bollards.

Next steps - Update 23 July 2025
As written objections were received, a report will be presented at the CPPP meeting on Thursday 18 September 2025 at 19:30 in the Council Chamber, Council Offices, Welwyn Garden City in relation to objections received.
The report will be published online 1 week before the meeting on our website.
The CPPP, which includes cross-party members, will review the report from Parking Services, which will outline:
- The objections received and responses to them;
- The survey undertaken and its results;
- Recommendations on whether or how to proceed with the proposals.
You are not required to attend the CPPP meeting, but you are welcome to do so. Members of the public may ask a pre-registered question at the start of the meeting. Details on how to submit a question can be found online.
Depending on the outcome of the CPPP meeting, the matter may also be referred to a future Cabinet meeting for a final decision.
