Estate Management Scheme Enforcement

The Council has policies against which applications for estate management consent are considered.

The Estate Management Scheme is run under the authority conferred by Section 19 of the Leasehold Reforms Act and the certificate of the Secretary of State for the Department of Environment dated 8th January 1971.

Works under the Estate Management should obtain the consent of the council in writing before they start. If for any reason you do not have this consent you can make a retrospective application to the council. The council will consider this application as if the works hadn't started and against the current Estate Management Scheme policies.

If you believe that your neighbour is carrying out works to their home without Estate Management Consent you can check on our online database. If they haven't got consent please let us know. We will use a similar process to investigate as we would when planning permission hasn't been given.

If no action is taken to remedy the breach or no retrospective application is received, the council will consider appropriate legal action.
