1.1    This policy outlines Welwyn Hatfield Borough Council’s approach to and the principles it upholds in relation to Governance. The Council follows the principles outlined in the Cadbury Report 1992, the Nolan Committee 1995 and the Model Code of Conduct for Members and the Delivering Good Governance in Local Government: Framework guidance (Including the 2025 addendum) produced jointly by Chartered Institute of Public Finance & Accountancy (CIPFA), the Society of Local Authority Chief Executives and Senior Officers (SOLACE), the Local Government Association (LGA) and the Audit Commission.

1.2    This policy applies to all governance activities within the Council.
