3.1 The Council is committed to upholding the standards in the guidance and reports referenced in paragraph 1.1, and accordingly the aims of this policy are:

To promote a culture of good governance by design;
To create robust and effective governance procedures;
To uphold the highest quality of governance; and
To increase public trust and confidence.
