Waste management responsibilities for HMOs and other properties

HMOs

Some properties on the estate are shared by several people. These are often known as Houses in Multiple Occupation (HMOs).

We are writing to landlords, managing agents and tenants to make sure:

  • There are enough bins for each property
  • Bins are clearly labelled and easy to identify
  • Simple waste and recycling instructions are provided inside homes
  • Tenants understand how and when to put bins out
  • Bin storage areas are kept clean and usable
  • Landlords and managing agents take reasonable steps to make sure waste is properly managed at their properties, and we may take enforcement action where this is not done

This approach is designed to prevent problems before they happen, rather than dealing with them after.

Managing waste at individual properties

All residents, whether they own their home or rent a room in a shared house (HMO) or a single-occupancy property, are responsible for making sure their waste is managed properly and placed out for collection correctly.

Where we receive reports that a property is not managing its waste effectively, we may investigate and contact the occupiers to explain what is required. If issues continue after advice has been given, we may take enforcement action to ensure waste is managed correctly and the area is kept clean.
