Personal Carer Permit
The Personal Carer Permit is designed to support blue badge residents by allowing a nominated carer's vehicle to park at the resident’s permit address.
Who can apply?
- You must live in a Welwyn Hatfield on street permit zone. Parking permit areas
- You must hold a valid disabled badge linked to your permit address.
- The permit is for one vehicle (from outside that permit zone) per application, limited to one permit per address.
- The permit can only be used to park within your permit zone.
How to apply
Applications will open online on 5 January 2026.
You will need:
- Your disabled badge details.
- Your permit address information.
- Details and documents of the vehicle you wish to apply for.
To apply, the process is very similar to applying for a resident permit:
- Login to your account on our permit portal.
- Select 'Apply for a permit'.
- Select 'I am (or applying on behalf of) a Resident' from the permit category.
- Select the street drop-down box and choose the relevant street, where the resident who you provide care for lives, then type in the house number, town name and postcode and click 'Search'. (If the address is Alphanumeric e.g. 21A select the address using the Property Name drop-down box above the property number field).
- Select 'Personal carer permit' from the permit category box.
- You will need to upload proof of residency (if you haven't already) by attaching an image of the documents and saving them, plus proof of disabled badge and proof the vehicle being applied for is not insured or registered at the permit address.
- Then choose the payment method "Pay now"
- Select the duration for the permit.
- Read the terms and conditions and click 'ok'.
- As you chose "Pay now" it will ask you to input the payment card details, payment will be taken once we approve.
- As part of the application process, our back office team will run a check on the disabled badge provided to ensure it is registered at the permit address and matches the name on proof of residence.
- Once approved, you will receive an email advising it has been approved. As it is digital, it will be ready to use once approved.
- A renewal email will send 1 month before expiry inviting you to renew if you are still eligible.
