Waste and Recycling Project at Salisbury Village Estate

We are working with residents and partners to improve how waste and recycling is managed across the Salisbury Village Estate.
Some parts of the estate have experienced ongoing issues with rubbish being left out, bins not being used correctly and fly-tipping. This project is focused on putting that right and keeping the estate cleaner and tidier for everyone.
This page will be updated regularly so residents can see what is happening and how work is progressing.
Responsibility for land and shared areas
The estate is made up of a mix of different areas, and responsibility for them is not always straightforward.
While some roads and verges remain the responsibility of the original developers, other areas such as communal gardens, shared parking courts, passageways and garage areas may be owned and maintained by different landowners.
Grass verges can also vary in ownership, with those immediately next to roads usually falling to the developers, while others set further back may be within the curtilage of individual properties or communal land.
Because of this, it can take time to confirm who is responsible for a particular area before action can be taken on issues such as fly-tipping and other accumulations of waste.
What we are doing
We are taking a joined-up approach and working with:
- Residents
- Landlords and managing agents
- The estate’s landowners
- The University of Hertfordshire
Our work includes:
- Making sure homes have the right bins for the number of people living there
- Helping landlords and agents provide clear waste information to tenants
- Supporting residents with simple, easy-to-follow recycling guidance and information on managing waste correctly
- Ensuring fly-tipped waste is investigated and enforcement action is taken where appropriate
- Ensuring residents manage their waste responsibly and taking enforcement action where appropriate
