Competency, Conduct and Performance Commitments

2.1    The Council is committed to ensuring that our employees are delivering excellent services to our residents, tenants, leaseholders and businesses and demonstrate acceptable behaviours towards our residents in accordance with our CORE values and behaviours. 

2.2    The Council will ensure that our employees have the required knowledge, skills, experience, and qualifications as required, to deliver these services through recruitment, induction and ongoing development and training in their roles.  

2.3    The Council has a performance management framework for employees which details our arrangements for ongoing performance monitoring, one to one supervision meetings and a managing capability procedure to address shortfalls in performance and behaviours. 

2.4    All of the above is supported by the Council’s comprehensive learning and development programme (and relevant qualifications where needed).

2.5    The Council expects all contractors working with or providing services on behalf of the Council to ensure their policies and procedures are aligned to the Council’s objectives in this Framework. Requirements for qualifications and competency will be specified as needed in contracts. We also expect contractors to demonstrate appropriate conduct, behaviours and performance in the delivery of services. When issues are raised concerning conduct, behaviours or performance of contractors this will be raised by managers of the service for that contract to the contractor’s senior management for their consideration and action as needed.
