Employee Competency, Conduct and Performance Framework

6.1    In relation to Housing Services specifically, the Competency and Conduct standard requires that Senior Housing Managers and Senior Housing Executives that have responsibility for delivery and management of (relevant) housing management services (as defined in the Act and guidance) hold a Level 4 and Level 5 housing qualification respectively or be working towards it by 1 October 2029.  

6.2    The Council has undertaken an assessment of the management posts within the relevant housing management services to determine which posts fall within the requirement to hold a level 4 and level 5 housing qualification.

6.3    The first cohort of managers undertook Level 4 and 5 housing qualifications in 2024/25 and 2025/26. The second cohort starts in 2026/27, and future cohorts will be planned for 2027/28.
